Case Study 1 – welfare Her husband abandoned a young mother with 2 preschool children. Untrained, unskilled and without other family support, she cannot find a job and turned to public assistance. She met the eligibility for the welfare program and receives $400 per month in addition to full medical benefits and $200 in food stamps. The total family revenue was: Federal welfare grant $400 Food stamps $200 $600 The family’s basic expenses were: Rent $350 Utilities $ 60 Clothing $ 50 Household $ 20 Personal $ 36 Food $210 $726 Expenses exceed income by $126. Case Study 2 – work Following the 1996 welfare reform act, the same mother was required to get training so she could get a job and go off welfare. After training, the mother found a job paying $6 per hour, above the minimum wage at the time. After taxes, her monthly net income was about $768 per month.

The family was eligible to receive two types of assistance – food stamps and child care subsidies. Total revenue was: Job income $ 768 Food stamps $ 100 Child care $ 320 $1,188 The mother’s employment required an allowance in her budget for child care, transportation, and telephone as follows: Basic needs $ 726 Child Care $ 400 Transportation $ 50 Telephone $ 25 $1,201 Expenditures exceeded income by $13. In addition, there is no allowance for medical expense or employment related expenses like uniforms. If the woman gets a $100 per month raise, she has a net gain of only $11 because taxes increase by $15, food stamps decrease by $24 and child cares subsidy increases by $50. This example does not quantify the strain of trying to meet family needs with no allowance for gifts, savings or emergencies. Answer the questions below: 1. Were the welfare benefits provided in the first case study (prior to 1996 welfare reform) adequate? Could you and two children have survived on this income? 2. Does the present welfare system (Temporary Assistance for Needy Families or TANF) actually discourage people from seeking employment? 3. Current policy requires persons receiving government assistance to actively seek employment. If they do not get a job in the required period of time, they lose welfare benefits. • Why do many citizens favor this approach? • Is it realistic if there is high unemployment? • Since few welfare recipients have marketable skills, what types of jobs can they get? • What barriers to employment do they face? 4. If you were in charge of the government welfare system, what program would you develop to meet the needs of the poor? Explain your recommendations. List any barriers you might face in implementing your recommendations?

I strongly encourage that you do not wait until the very last minute to complete your assignments. Your assignments in weeks 4 and 5 require early planning as you would need to present a teaching plan and interview a community health provider. I advise you look at the requirements for these assignments at the beginning of the course and plan accordingly. I have posted the YouTube link that explains all the class assignments in detail. It is required that you watch this 32-minute video as the assignments from week 3 through 5 require that you follow the instructions to the letter to succeed. Failure to complete these assignments according to instructions might lead to a zero. Your initial discussion post should be a minimum of 200 words and response posts should be a minimum of 150 words. Be advised that I grade based on quality and not necessarily the number of words you post. A minimum of TWO references should be used for your initial post. For your response post, you do not need references as personal experiences would count as response posts. If you however cite anything from the literature for your response post, it is required that you cite your reference. You should include a minimum of THREE references for papers in this course. Please note that references should be no more than 5 years old except recommended as a resource for the class. Furthermore, for each discussion board question, you need ONE initial substantive response and TWO substantive responses to either your classmates or your instructor for a total of THREE responses. There are TWO discussion questions each week, hence, you need a total minimum of SIX discussion posts for each week. I usually post a discussion question each week. You could also respond to these as it would count towards your required SIX discussion posts for the week.

I understand this is a lot of information to cover in 5 weeks, however, the Bible says in Philippians 4:13 that we can do all things through Christ that strengthens us. Even in times like this, we are encouraged by God’s word that we have that ability in us to succeed with His strength.
