In this this assignment, you will be comparing outpatient services to those offered by hospitals. In addition, you will examine the role of primary care to ensure a full understanding as health care professional about how roles differ between each. Create a PowerPoint presentation of 12-15 slides that addresses the following:
- What is primary care? Where is it provided? What level of care does it provide? Does it have a proactive or reactive approach?
- Compare the roles of outpatient services and hospitals related to their place within the health care delivery system. How are they similar? How are they different?
- How have the roles of outpatient services and hospitals evolved from historical times to the present? This has shifted greatly in the past 10 years.
- Identify three functions shared by both outpatient services and hospitals. How do outpatient services and hospitals differ in their approach to these functions? How are they similar? Why are these functions shared by both?
- Have outpatient services or hospitals been more effective in caring for undeserved populations? Explain your reasoning.
- Are the financial challenges faced by hospitals different from those of outpatient services? How are they similar?

When comparing and contrasting both approaches from the ecological lens, there are several insights to offer. As a similarity, both articles recognize the existence of the issue and agree that it is a problem caused by humans. Marcum suggests that air pollution is the problem that existed in the Central Valley for a long time, namely because “agriculture, topography, and poverty have thwarted efforts to clean the air and water” (Marcum). Similarly, Carmen George agrees that the human factor causes the existing problem. However, the author also offers a more optimistic note indicating “significant improvement” in air quality compared to previous years (George).
While speaking about differences, the author from the Los Angeles Times builds a case around the pollution from a more broad and historical perspective. There a communal perspective presented, namely showing how communities affected by the pollution tend to experience adverse outcomes. In contrast, the Fresno Bee approaches the issue from a more rational and evidence based-perspective (see Image 3).

There are references to reports and authoritative experts. The local newspaper builds the case using logos and rational appeal. Perhaps, such an approach is employed because local media have a better and firsthand understanding of the issue.
